[R-1051] OFF FREQ

For the moment it seems to be fine. I had to loosen the outer knob lock nut and take up (ccw) inside the nut so it would pull the shaft into the conical gears for a better fit. I did tap the shaft easily with a plastic/rubber hammer to pus over a bit. Once the chain was adjusted it seems pretty good.
I did try WWV on 20 quickly, but band conditions not so good at the time and will try again.
