or bad 5 MHz master oscillator...  if you have a known good 5MHz source, set
the master osc to external and see if it works

  I got a nice 1051/URR that works fine, but has this problem:
  in all bands any LSB or USB signal is 1 Khz down for correct demodulation,
5 Mhz master osc. is ok.
