I like to tell this story in response to this subject....
Many many years ago, I received a QSL for one of my DXpedition calls...
Enclosed was a note and a $10 bill. The note stated that this fellow had
tried to work us but was unable to.. however he enclosed a "filled out QSL"
for an imaginary QSO anyway and asked for a confirmation. I mailed/returned
his card back to him with a simple note: "Sri, not in the log, thanks for
the contribution". Yes, I kept the $10 to cover my QSL manager expenses....
Never heard back from that fellow either.
I do not have a specific policy on this myself. Depends on how it is sent to
me..... usually, in most cases I return excess. But not always. It ALL
depends........

I'm a relatively new QSL mgr and have ony done three
different
station/contest operation's QSLs.
How do you guys handle Not In Log stations -
specifically one that
sends >1 GreenStamps or IRCs? Do you take one for the
postage and return
any excess along with his card noting he wasn't in the
log? Or do you
keep the excess as a contribution to the kitty?
I'm inclined to return anything above and beyond what
it costs me for
postage to return their card.
Along those same lines - if the station sends a $5 -
is he looking to
buy a confirmation - or just a "generous" fellow?
