This is of a great interest to me.....and while I agree with Jim on the fact that some awards need QSL cards, it seems we have a situation where, depending on what award you need, you need to QSL, LOTW QSL, EQSL (uuuuugh), etc. etc. Then, on top of that, you have the folks, that QSL direct, and then bureau QSL, and then the folks that bureau QSL every QSO they make (and sometimes in triplicate!)
I'd personally like to see if we could get to a point where the major awards could use a SINGLE database (perhaps LOTW is the best place)...and then, say, if you are applying to a CQ or award from wherever, there could be a small charge to admin. the log search. I think the ARRL is talking about charging a small amount per DXCC credit .... a similar thing could happen for WAZ, etc.
Now, I suspect there are a ton of politics, etc, involved...but, if we could get there, then Don's idea makes sense.
In the short term, perhaps there is a way to differentiate.....DXpeditions may have to QSL for some time, but what about Contest stations...where the logs are often given to the ARRL/CQ anyway, and could be loaded into LOTW. I find that the vast majority of duplicate QSL cards, and requests from people that QSL EVERYTHING....come from these logs...not the RARE dx that I handle. Thus, perhaps an alternative is to QSL the DXpeditions via the bureau, and let LOTW be the way to get CONTEST qsls....or go direct.
There is no easy answer...but when you get bureau cards 30 pounds at a time, and realize that over 50% are dupes of some sort......it's getting very tiring!
