This link gives the Bureau addresses of IARU members.

This link tells about the ARRL Outgoing Bureau Service which you can use as
a manager if you are a member of the ARRL.

If you are not a member of the ARRL then you would have to do mailings to
the individual bureaus in each country which, I think, would be a very
expensive proposition unless you held bureau cards for a long time and only
did a mailing once or twice per year.  If your DX Station is active, the
cost of membership in the ARRL might save you a bundle in addition to the
other benefits of ARRL membership.  If you have any questions, just holler.
