Well, remember that IF you are the "QSL manager" AND the
"OPERATOR", then you can judge the QSO's with much more flexability than if
you are JUST the QSL manager... after all, you MIGHT even remember the QSO?
I think that the QSL manager's job is to confirm QSO's that are in the log.
I do not think it is the "judgement call" of the QSL manager to "judge" any
QSO that is actually in the log, unless he "notices" something
extraordinarily out of sync (like the "being a sneak" situation)...
As for the club thing, in some countries it may be perfectly OK to sign your
call from a club station... or a friend's station for that matter. (You can
do that in the USA you know!) So, why shouldn't we confirm these QSO's? I am
trustee for our local "DX" club and our local "general purpose" club. I can
sign those calls from any station any time I want! I am the trustee!
Also, station location is no longer needed for a license in the USA!  If it
were, them my station would have to be located inside my PO box at the post
office! I would NOT fit in there! hihihi

What I have observed on several occasions, principally from DL and SM
stations is that I will receive two QSLs from a single operator - one
for his own call and another from his club's call, both QSOs having been
made within a few minutes of the other (if not consecutively).
Obviously, it's the same operator for both QSOs.  I've always allowed
these in the past, but may have to re-think this for the future.
