I try to take it from the perpective of the DX station for whom i'm managing.  If I get two cards for two Q's as you manaage.....for example...if it was

KU9C 
then KU9C/FM5

I'd send a note back with a 'what the heck???!!!"

But if it is FM5DN, then KU9C while it could have been me working BS7H from FM5DN's qth, and then using my call, thats a tough one to prove...and not sure we're in the police  business.....if folks are to cheat, I guess I'm not sure we can easily get in the way of the second 'method' of operation.  Certainly, the first can bring some ability to question.

I often get a guy operating from a club, and then wanting a QSL for his own call.  IF THE GUY is in the log (i.e., he really made two qsos)...then you get the second situation, and while it may in fact be not proper, not sure how you (or the station you are managing) can make that determination.  But, if you're not in the log, I'm not going to 'add you' to the log because you were operating a club, and want a QSL with your call o n it.

I've heard of folks working DXCC for their spouse, and the spouse will have dxcc without having worked a large quantity of the countries.  Who is to say, unless I know KU9C is a man, that it's not a woman, and vice versa.  It amazes me how the folks cheat, but when it comes to contacts that could have reasonably been made by many follks ((even though you reasonably suspect that was NOT the case as you stated)....I'm not sure there is much you can do.  You might let the DXCC desk know what you're seeing....PARTICULARLY if it's a rare station/band/mode or some such

What really amazes me is the number of folks that try to 'launder qsl cards'..change labels, etc...to get a credit.  It is just a hobby, afterall....but it amazes me how many times I've been asked to check a QSO that in fact was never made...but credit for some award was attempted.

but which are from different countries.  Not to get too specific, but 
the most recent case was an SM and a CT, same person, consecutive Qs 
in the log.    

I've also had several cards from one country in the same envelope, 
from different calls, all written in the same hand and all with the 
time wrong by an hour.   Almost certainly the different Qs were all 
made by one person. 

Do you just turn a blind eye and go by whatever is in your logs?  or 
at the other extreme would you sneak to someone at DXCC in case the 
cards are used for that award?
