[QSL-Managers] Double Card Requests

I think some who have commented have confused email requests for QSLs with
the  eQSL system.

As manager for VP5T (op, too) and some other calls I encourage email
requests for buro QSLs. I have not received buro card for any of them. It
saves incoming buro credits and speeds up the reply to the requester. I
notice that most of the email requests come from the former Iron Curtain
countries. We do not collect the VP5 cards at all. So have no need for
receiving any.

The eQSL thing as presently constituted is not ready for prime time. We do
not use it. When the ARRL's Logbook of the World comes on line it will be
time to review that policy.
