It's pretty hard to say.  I would guess that the Small Wonder Labs SW40+ has
to be right up there.  It's extremely inexpensive and there is a terrific
amount of information about it available on the net.  It's a pretty basic
rig, tho.  A step up is the DSW II from the same outfit.  Morse frequency
readout, keyer on board, and amazingly tiny.

Elecraft also has some great kits.  The latest is the tiny KX1.  A little
more versatile, but larger, is the K1, in 2 or 4 band models.  Top of the
line is the K2.  Far and away the best kit radio available.  A little on the
pricey side, but to compete with an already built radio, you need to get up
to 3 or 4 times the price.

So, lots of choices.  It all depends on your operating preferences, building
skill, and wallet depth!
