[QCWA Hotlist] Changes taking place in QCWA

I think it is too late to worry about what else might have been done.   I 
think we need to deal with a PDF version sent with email and let each 
chapter figure out the best way to distribute what is left of the magazine. 
In worst case, print one and let the members read it at a meeting.
Or print enough within each chapter for interested members.
