[QCWA Hotlist] associate membership

Polled our members at our latest brunch .  15 for and No against.  We always 
invite the new hams to come and have brunch with us and meet the "old-timers".

It about time we have an associate membership, it's a great way to bring them 
officially into QCWA at such time they've got their 25 years in the hobby.

QCWA is a well respected organization, only better with an associate membership.
