I am a member of NAVMARCORMARS (Navy Marine Corps MARS) and we are discouraged
from using both and Q and Z signals in communication because when performing our
assigned duties in an emergency, we will be dealing with civilian agencies and
FEMA. That sort of communication precludes using Q and Z abbreviations.
We typically do not handle health and welfare traffic for Sailors and Marines
any more. We have been ordered to provide disaster communication primarily and
other traffic on a secondary basis. The use of the Internet and systems like
SKYPE have pretty well taken us out of the need to perform our previous services
to our Sailors and Marines.
I can't speak about NATO.
