Are you familiar with FLDIGI/NBEMS (www.w1hkj.com) for EmComm digital?
FLDIGI is cross platform, running on Windows, Mac and Linux
NBEMS is intended for point to point or point to many points data transfer,
and has error correction modes available.
There was a very active website run by the Western PA NBEMS group. That
site is now closed, but there is a Yahoo group (panbems) and another Yahoo
group (nbemsham) with lots of info and helpful folks.
ICS, HICS, Red Cross, Radiogram and several other forms are included in the
list of message formats used by the FLMSG app within NBEMS. And, FLMSG has
the ability to send and receive .csv files, allowing spreadsheets to be sent
very simply, and with error correction. See the list of supported forms

As for putting the message on the internet, if required, an FLMSG message
can be attached to a WL2K message and sent that way. Perhaps there are
other ways also.
