I have join in the QCWA Chapter 63 for the last four yrs, but am not a 
ember
ecause I do not have the yrs. as a ham to qualify for membership. I beleive
hat if you were to start up a associate member until eligible to become a 
ull
ember you would have a lot more perticipent and I know I would be willing
o pay dues like a regular member.

I don't see a need for this.  You are able to participate in any QCWA activities without being a dues-paying member, as you know. 
What would an associate member category accomplish?  The only thing you can't do and I can is be a chapter officer or vote in
annual elections.
I was happy to wait until I had my years of service and then join QCWA.  The organization was established expressly for hams
licensed 25 years.  We all waited for that milestone.
