[QCWA] Signing the ARRL/QCWA MOU

It is good this is being brought up-to-date.  The old "Cooperative Agreement", 
as posted on our website, is from 1984; back when Canadian amateurs were part of 
the ARRL.

Perhaps, after this agreement is in place, QCWA can consider signing one with 
Radio Amateurs of Canada, if they haven't already done so.
