[QCWA] International Growth & Communication

To reiterate again, my suggestion is to benefit International members only, most
of whom do not receive the QCWA Journal due to postage costs. PDF would give
them something they do not now have; regular communication with the "mother
ship". US members would continue to receive the paper Journal as they do now,
as well as anyone else who wants to pay for its delivery.
