I have received George's comments as to my question.

Through the years it is not uncommon to have a member ask you to go to another band for a contact.

My very old friend Leland Smith several times asked me to go to 40, 80 and 160 for contacts.  Once he was accompanied by his two sons also.

The way the rules read now you can contact a non member on as many bands as you wish....no restriction.

No one has ever explained why the rules that existed for so very long with success were summarily changed.
