Without getting into the politics of Chapter 10, this reminds me of what 
I had to deal
with as the chairman of a packet radio coordinating organization.

We had several members on the board that, well, didn't perform well. And 
the excuse
I'd hear was, "It's just a hobby." I would point out to them that it's 
only just a hobby
when it only involves themselves, not others that are depending on them 
to do some
thing.

I swear, I was convinced we had a large degaussing coil in the door 
frame. They'd
leave the meeting and abrzzzzt, there goes the memory of everything they 
promised
to do until the next meeting.
