[QCWA] TEST vs CQ

Joe.......I think what you are referring to is the period following WWII 
when the Russians were not allowed to communicate with us.
They would send "test dx" and sign their calls;  if you called them they 
would reply without your call and give you a signal report etc...

For many years afterwards there were no addresses of Russian amateurs in the 
call books.  They were forbidden to exchange mail/qsls directly with anyone.
All of our cards going to Russia had to go to Box 88, Moscow where they were 
screened and eventually sent to the local radio clubs for delivery.
Russian QSLs often took 2 or 3 years to come back.

Sure is different today......times have changed..
