[QCWA] TEST vs CQ

I remember pre ww2 working many Hams in England on 20 meter cw, and
remember they were'nt allowed to send  cq cq cq  etc but would
send "test" test test.  I never quite understood what the RGB
(or whatever their version of our FCC is called) had such a rule!!!
Could it be considered as "broadcasting" which might be a reason
they could only  test test test on CW.   I enjoyed them old CW
QSO's.   I will have some quandaries to post here about the
adoption of many commercial cw operators combo letters out of
RR telegraphy and old continental morse. I guess one could call
them rollovers or maybe carryovers.
