[QCWA] Is APRS legal? QCWA President says NO!

Bob....thanks for your most appropriate comments;  always a touchy matter 
when anything is written in an "official journal" without disclaimer.
I hope this is the end of this on the reflector and that the affected 
parties will resolve it directly among themselves.
