The short answer is to have two FAX machines that are BOTH capable of
manual send and receive. The big problem comes with fooling a machine
into answering (i.e. going off hook) with an incoming ringer signal.

If you can get the machines to work "back to back" (without the phone
company ringing signal, dial tone dialing etc.) the next step is using a
phone patch of sorts to connect them to either the receiver (incoming)
or transmitter (out going)
