    All of your points are well taken.  I have another suggestion for 
those who have not yet voted absentee in the Presidential election.  The 
FCC is composed of Commissioners who are all appointed.  It is clear 
that the Republican majority on the Commission never met a for-profit 
business proposition it didn't like.  The overwhelming consideration in 
their decision process is "How will this benefit the corporate 
environment?"  If the Bush administration is deposed on November 2, it 
is likely that the FCC will be reconfigured so that their decisions are 
more rational and balanced.
