I guess I don't understand why the administration is so in favor of BPL, if that's the way it works.  I doubt that President Bush is involved in this.  How do you know that someone in the administration isn't being paid off by BPL interests?

  No! That is probably not the case. All the FCC Commissioners are presidential appointees 
  and must do the bidding of the office of the President of the United States. Unlike 
  regular Civil Service employees, they can be and usually are, dismissed if they do not 
  share in the views of the "Administration." So put the blame where it belongs. I worked 
  for the Signal Corps when Nixon was President and when I found out that he was secretly 
  taping all conversations in the oval office, I remarked that I thought that was a stupid 
  idea. I was told: "Shut up Chase, don't let anyone know You said that."
