Yep. Novice licenses went form one year (non-renewable) to two years
(still non-renewable) in late 1968 when some of the "incentive licensing"
provisions kicked in.  The phone privs on 145-147 MHz were also dropped.
75 watts input power, crystal control, CW only on 80, 40, 15 and 2 meters.
