I suggest you contact his sons, W4YE and W4AGI.  They probably both have 
e-mail addresses.

I think Leland was ARRL SCM of Georgia about 1940.  His prior calls were 
W4AGI and W4YE.  Both of these are now assigned to his sons.  His XYL, 
Helen, was WA5WAR and she passed away last year, if I am not mistaken.

Leland was a retired Marine Corps Reserve Brigadier General, I think.

He was the current president I think of OOTC and the president emeritus 
and former president of QCWA.

He was an all around nice guy and good CW operator.

All but the last sentence are from memory and some of it could be 
slightly inaccurate.
