Hi Joe.......W1KGJ would have been licensed in 1936-37.......looks like his call was reissued. If his picture was taken in the Boston area during WWII he might have been doing duty at the Boston Army Base (WVO) or one of the nearby military posts. Good luck to you... 73 Norm K1AA
