Dave, your idea makes a lot of sense!  I've been licensed since about 1951 or 
1952 except for 10 year between '69 & '79 when I was inactive and let my 
license expire.  Things sure had changed in that 10 year period.  When I got back 
on the air I couldn't believe the number of people bad-mouthing, swearing, 
using foul language, deliberately interfering, etc., things one almost never 
heard on the ham bands before!  I don't remember hearing that kind of stuff on the 
CW portion of the bands, come to think of it; maybe it was there but I never 
noticed it.  Anyway, unfortunately ham radio is not like it used to be in many 
respects, but it still is a great hobby for me.  I still enjoy 
operating--some of which is CW--building stuff, antennas, and working on some of the old 
boat anchors.  Too bad there are a few on the air who are real jerks (at least I 
like to think it's only a very few).  It used to be that fellow hams were nice 
folks and willing to help one another, etc., and you could just about count 
on that kind of attitude.

Anyway, it would be interesting to know the response to your idea.
