[Qcwa] CW requirement

I also think Jim's has a good idea.  While I was asked to take a higher 
speed CW test I don't like CW and have not used it since my test many 
years ago.  I do like the idea of something a little extra to recognize 
the learning and testing of the EXTRA licensee.  Thanks to all for the 
input.
