When you are granted an amateur radio licensee by the FCC, you are actually
granted two licenses: an operator's license and a station license. The
duties you assume when you accept the operator's license are analogous to
those you assume when you accept an automobile driver's license; similarly,
the duties you assume when you accept the station license are similar to
those you accept when you put license tags on your automobile.

If you let your license expire, you have a two-year window within which to
apply for license renewal without having to take the licensing tests again,
but in the meantime, you can no longer legally put a station on the air nor
operate one.
