[Qcwa] ref special character sets, excel, etc

These are of a proprietary nature and assume that all users on the
reflector are using IBM's and their associated proprietary character
sets, such as WORD, BIG5, EXCEl ETC.   Many of us are not using IBM systems
and therefore using anything other than STANDARD ASCII within the
text body would defeat the usefullness of the reflector.
Some of use LINUX, UNIX, DEC, MACS and various other systems.
