You are right. They used to have "Advanced Standing" and/or "College Block" classes in High School. They are not allowed any more, because it makes the slower 
students feel inadequate. I retired from the FAA, but while I was in, one of the big things was REDUCING standards for Air Traffic Controllers, because certain groups felt 
they were discriminatory. (I NEVER fly any more!).
