I can confirm that.  About 4 years back MARS banned further use
of CW totally.   Also all DOD agencies banned its use for evermore.
MARS last use of CW was by "WAR" Sept 30 1996.   Received CW
certificate at their 40wpm Transmission that was made on several
freqcys.  Also all Naval radio is out of the CW business.
Most maritime cw operation is no longer though coastal stations
are still broadcasting traffic lists on some freqcys, mainly for
foreign hulls.  And yet if you remember the one "Night Stealth
Fighter" that went down in Yugoslavia at start of the battle,
was rescued after his crash at night.  How did it come about
you ask!   The Knee straped CW key permitted the special forces
to zero in on him, land  and return him to home base in Italy!!!
