I had some luck going to the city and making my case that 10 foot limit
above the roof was not reasonable.  They had been burned by a Cell phone
company that put a monster tower in town with a flashing red light that kept
the neighborhood awake and clamped down.  I asked, "why this 10 ft above the
house biz?" and they said, "this was all the further the fire equipment
would go."  I responded that my tower was steel and if "it" ignited it would
have to be due to a nuke going off and the fire department would have other
worries other than my tower.  They reconsidered on that basis and brought in
the regs from a nearby town that had a fairly reasonable set of rules.
