My thoughts.....after over 30 years in Florida with its
development covenants I can only caution a buyer to read the documents
before buying.  Its not always fair by any means.......most documents are
written by the developer and then transferred to the owners association etc.
I do know of some cases where a buyer made it a point of getting approval
for an antenna before signing on the dotted line in spite of covenants.

Maybe we should sick the ACLU on the FCC.
