keith.if 69 feet is all you can run,if your roller inductor has enough turns 
and you match the impedance so that the antenna takes power it will radiate 
very well even though not the half wave normally used. however parallel with 
the power line in close proximity may tend to be an obstacle.cut and try is 
about the only way in this unfortunate situation. i have been in it in years 
past i have been a ham 77 years dont give up experiment and remember you can 
make homebrew insulators to hang the wire with from the  framework. 73 and i
