[Qcwa] Echolink and Ham operation

I am wondering what legalities are involved in the echolink activity
now sweeping the internet.   In other words what if any FCC rules
are being thwarted in the process.  I know of course the action via
local VHF voice repeaters is strictly controlled in all facets,
but what about say someone with a computer dreaming up a call sine
then thru his computer software accessing distant ham repeaters.
Of course if the computer operator is truly a licensed ham then
probably nothing is violated, but since its world wide whats to
prevent anyone anywhere with a computer roaming the world with
a bootlegged callsine, or just dreaming up a call sine.  After all
the computer end is not on the air in actuality even though he ends
up on the air at some distant vhf repeater.   What are the legal
ramifications of all this?
