[PVRCNC] 15 meter "(hard core) SSB contesting band plan"

Hi,
   What should I chose as an "absolutely not below this" frequency for a 
15 meter contesting SSB run frequency, including the most hard core of 
scenarios (e.g. Nate using my station in five years to break an existing 
single band record, yada yada)?
   I'm designing antennas and would like to settle on the frequency 
range for SSB once and be done with it.
