You should contact Karl Bowman W4CHX, NC Section Manager.
He has been educating himself on antenna laws in Raleigh and Wake county. He probably knows about the state laws too.

As best as I know, it's the usual FAA stuff regarding airports, and a
variable patchwork of local zoning boards, plus covenants on land. Not
aware of any state level stuff.
At the time I built my tower, my zoning authority was Wake County, because
I'm not
on incorporated land. They didn't even require a permit for a
tower. Across US 64, in Abingdon development, permit from Apex, NC, and
non-forthcoming approval from HOA.
Moving to NC?
