[PVRCNC] New deadline for CQ-Contests -- starting with the CQ WW SSB

I'm going to start sending in my logs prior to the contest from now on. That way I won't have to worry about the robot problems just after the contests when everyone sends theirs in. It has worked well for K1DG in the Poisson d' Avril contests for years, and he holds ALL the records for that contest :>)
