The best way is with a spectrum analyzer and sweep the circuit.
(Y'all have sweeping Spectrum Analyzers and Network
analyzers....right??? LOL)
I would say if you are working with filters, it may be suspect, as you
dont know what is going on. And at what is going on at what
frequency.
I would try an RF amp meter. You ****MAY**** get a little more accurate.
My 1.5 cents worth.
