Jim, Guy, Howie and all,

Well, all I can say is, if consideration for me/my participation was any
part of what prompted the final circle proposal, thank you to those who
argued on my behalf. I am "in the circle" according to the *new* circle
calculator on the PVRC page, by a comfortable, almost 9-mile margin.
Unfortunately, I won't be contributing any scores for a while... maybe I can
time my mid-tour leave to coincide with SSCW... Hmmm....

Anyway; my vote (obviously) is for the new circle as described below.

Dear PVRC Members;

I am pleased to announce that after several weeks of
detailed review, your Officers and Trustees propose to
move our ARRL club competition circle south so that it
is centered at the following coordinates:

Center Latitude: 37.43168 North, Center Longitude:
77.858482 West

This new optimized center and the related
documentation surrounding our proposed center adds the
following value to our members:

1.	It optimizes our ability to compete, as a club, in
the ARRL, CQ, and other sponsored events that have
Club Competition.  We will receive the maximum
possible club score with our new center.

2.	It provides for continued growth in membership from
the two fastest growing regions of our club:  the
greater Washington DC and North Carolina population
centers.

3.	It precisely documents our club center and provides
a method for our members to determine which contests
they are eligible to contribute to the overall PVRC
club competition totals.  

4.	It puts a new PVRC management and administrative
system in place that assures we will never have to
have a repeat of our 2006 sweepstakes forfeit!

We are providing several tools in order to help our
members understand the potential impact of the new
circle location on their ability to contribute to PVRC
club competition scores.  Each contest sponsor has
their own rules, and some sponsors have different
rules for different contests.  You can find a list of
the 22 club competition events PVRC enters at:

In addition, you can use your own GPS location to
determine your position (latitude and longitude).  To
measure your distance to the center of the proposed
new PVRC circle, you can use the calculator at

If you need to convert a latitude and longitude from
degrees, minutes, and seconds (provided by many GPS
units and Google Earth) to decimal degrees, you can

It is important that I remind you that this circle
"move" does not affect your membership status with
PVRC, nor does it affect your ability to participate
in and enjoy any specific contest!  

It may, however, affect your ability to contribute to
PVRC club competition totals, if your location is
outside the limit of the contest sponsor's rules.

With this announcement, we begin a 10 day comment
period where members can send comments directly to me,
or post them to the PVRC reflector (pvrc at
mailman.qth.net) to share with all members.  We will
consider each comment carefully and use it to help us
form a final decision on moving forward with our
proposed new circle.   Our goal is to reach a decision
soon and announce it at the W3LPL open house in June.
