Noise

The noise just East of me has been very bad from time to time and now it
is on all the time. On Saturday when it was raining the S meter was S9
on 20 meters due to the noise.  I put my oler rig in the car and had my
wife drive  around. The noise is S9 at the corner of Six Forks and Mount
Vernon church road. As we drove north it stayed at S9 for about 0.3
miles.  The noise dropped off in all directions from that area.  Who can
I call to have the power lines checked out?
