Tom,
I'm a bit lost as to your query - perhaps I'm missing something.
A "test point" on a circuit board is generally a place to attach test
equipment. They are added by the circuit board designer as a convenient
place to attach test probes without having to remove a device or
completely disassemble the device under test.
Generally, TP's are just a pin or solder-pad added to an existing
circuit trace - there should be no components as part of the TP unless
absolutely necessary to prevent the test equipment from affecting the
circuit.
For example, if I had a circuit that had one lead of a resistor going to
one lead of the transistor, and I needed to check to voltage of that
connection (resistor to transistor) on a regular basis, then I could add
a TP pin/solder-pad right between the two. The pin/pad would be added
as part of the circuit trace between the resistor and transistor - it
would not be part of the circuit besides just being a convenient place
to attach test probes.
So, for your situation, what you see is exactly what you should be
seeing - a pin for one to attach test equipment. In the case of an Opto
(and I've never installed one), I'll assume it's just tapping into a
existing circuit location on the 2006 for ease of installation.

yep I know it's the Test Point 2 but what is the physical piece -
capacitor ? it's missing off from the one I have....only thing there is
a wire sticking straight up ??????
