[Premium-Rx] NRD-93 Problem

I had a similar flaky jumpiness on the tuned frequency in a 
WJ-8718/MPF.  It turned out to be an erratic latch on the address bus 
lines, in this case a 74LS373.  It took some digging with a logic 
analyzer to finger the culprit.
