Glenn,
I owned a few and always assumed they were made for Telco intercept  I
only have these descriptions:

"Individual  filter for each channel.  Ch 1 output at 20.5 kHz. Ch 24
output at 319.5 kHz.  440-size package used with CP-117 control panel.
P/O MBC-101 system. 12/19/69"

The CP-117 is described as:  "Control panel for channelized tunable
filter system.  Used with type 224 tunable filters.  P/O MBC-101 system."

The MBC-101 is described as:  "Multitone bandwidth compression system:
Includes 22 ea. 224 tunable filters, 1 ea.  CP-117 control panel, 1 ea.
EF-516 equip. frame,"
