I was not aware of the existence of the jammers you reference. I have not seen any notes in the “notams” or notices to airmen which we are required to check before a flight. This isn’t to say they aren’t there, but I haven’t seen them. I will pay closer attention since your warning.
As to the facility shutdowns, I have also not come across any information on that effort slowing. The ground facilities (NDBs) are generally operated by the airport owner which is often a city or county and those decisions are usually made locally and not on a federal level. You do raise good concerns.
