[Premium-Rx] Almost premium Harris RF-550

I'm just finishing up a bunch of small repair projects and plan on doing 
something similar for the PRC-104.  I'll put it up on GitHub once it starts 
taking shape.  I've been playing with different encoder "acceleration" 
thresholds.  I like encoders with at least 128 PPR but sealed small ones with 
pushbutton action are difficult to find.  The high PPR, combined with smaller 
tuning steps, gives a more analog feel.

Keith, the RF-550 is a pretty good performer and well built so I would say it's 
a premium receiver.
