Also check the voltages at the rear panel regulators. They should read +5V,
+15V, and -15V. The input to each regulator should be + and -24V
respectively. The regulators sometimes fail due to shorted tantalums.

It is quite likely that your problem is in one or more of the power
supplies.
There may be a dried-up or short-circuited electrolytic capacitor.
Also, the WJ receivers have a reputation of problems with drop
tantalum capacitors that
sometimes go into short circuit. This can also give symptoms from the
power supplies.
After transportation or long storage this may occur at the first turn-
on.
My advice is to first remove all cards from the mainframe and check
the voltages and ripple levels at the
power supply outputs. If they are within specification, plug in one
card at a time and check if the current limiting
is activated or the voltage drops. The last card plugged in should be
suspected.

Hello,
I am new to this group and I am already enjoying the archives. I
collect US and Russian communications equipment as well as WWII vintage
gear.
I have a rather frustrating problem. I bought one of the 8718s from an
EBay supplier in China. When the radio arrived it was DOA. All that
happens is a loud hum form the line out terminals and the decimal point
of the display lights. No digits light. I have made sure that all
cards are seated and even cleaned the card edges. Of course I have
never used this receiver so perhaps the jokes on me but I am not
looking forward to returning this. I do need to say that the seller has
been cooperative and in no way do I think that he purposely shipped me
a dog. But again, if I can solve this problem I am avoiding a lot of
shipping fees.
Any suggestions would be greatly appreciated.
