[Premium-Rx] Harris RF-590 Command Syntax

I see that I should have looked in the obvious place first - the Premium 
Receiver List reference files ... I found there details on the binary 
protocol, at least in terms of how the packets are structured. And 
assembly code for the control board microcontroller.

 From this, with some work, I can reconstruct the binary command set.

What I was hoping for was something simpler--the ASCII verbose  command 
set for things such as set mode, set frequency, set bandwidth, read 
signal level, etc.
